    四川旅游资源丰富,发展迅速,为全国同行称道。本人作为一位旅游从业者,十分关注震后四川旅游的恢复工作。因此,从6月15日的《CHINA DAILY》上摘下此文,译为中文。

    Sichuan reopens to tourists, full recovery by 2010

    CHENGDU: He Ping, a 52-year-old taxi driver in Chengdu, capital of Sichuan Province, sent a passenger to the Lidui Park in this city 48 km northwest of Chengdu early Sunday morning.
    成都:何平(音),四川省会城市成都的一位52岁出租车司机,今天清晨送了一位乘客到本市西北48公里处的李队公园。

    When he found the park which is home to Dujiangyan, the world's oldest irrigation project still in operation, was open to visitors free of charge, he made a quick visit to the site of the project on the World Cultural Heritage List of the United Nations Educational, Scientific and Cultural Organization.

    当他发现这里是都江堰所在地——这座世界上最古老的水利灌溉工程还在继续发挥作用,并免费对游客开放时,他对这座列入联合国教科文组织世界文化遗产名录的工程所在地进行了一个快速的游览。

     

    To my pleasant surprise, only some bricks and tiles have fallen from buildings near the project site and glass encircling a stone statue of Li Bing (builder of the project) built in the Eastern Han Dynasty (AD 25-220) has been shattered. And the dam site is intact," he said.

    “使我惊喜的是,工程周围只有一些建筑物的砖瓦掉落下来,用玻璃围起来的建于东汉(公元25-220)的李冰(都江堰工程的建造者)雕塑破碎了。而大坝则毫发无损。”他说。

    According to Cui Wei, an official with the Dujiangyan irrigation project administrative bureau, the park will be open free of charge for three months to promote tourism hard hit by the May 12 earthquake.

    "The promotion is in response to the Sichuan Provincial Tourism Administration's decision to partially reopen the provincial tourism market on June 15," he said.

    On May 12, the National Tourism Administration asked individuals and tour groups not to visit Sichuan in the wake of the earthquake.

    5月12日地震后,国家旅游局要求个人和团队不要赴四川旅游。

    Sichuan reopened 12 cities and one prefecture to tourists on Sunday in a move to revive its once-booming tourism industry. They include Zigong, Panzhihua, Luzhou, Suining, Neijiang, Leshan, Nanchong, Yibin, Guang'an, Dazhou, Meishan and Ziyang and the Liangshan Yi autonomous prefecture.

    四川于周日重新开放了12个城市和一个辖区的旅游,从而恢复该省曾经快速发展的旅游业。这个重新开放的地区包括自贡、攀枝花、泸州、遂宁、内江、乐山、南充、宜宾、广安、达州、梅山、资阳和凉山彝族自治州。

     

    It partially opened Chengdu to tourists, for several major visitors' attractions were damaged in the earthquake, said Zhang Gu, chief of the Sichuan provincial tourism administration.

    成都市区部分旅游景点对游客开放,因为几个主要的旅游景点在地震中遭到了破坏。四川省旅游局局长张古说。

    "Sichuan will promote visits to its attractions by locals in the province and ask provinces and cities which are helping Sichuan in its after-quake reconstruction to organize tourists to Sichuan," he told chinadaily.com.cn.

    “四川将推进本省游客市场,邀请在震后帮助四川重建的省份和城市组织旅游团队来四川旅游。”他告诉中国日报网站。

    Sichuan's tourism sector has suffered a loss of more than 50 billion yuan (US$7.2 billion) because of the earthquake. But it has not caused havoc to the province's world heritage sites.

    四川旅游业因地震损失了500亿元(约72亿美元)。但是地震并未对该省的世界遗产造成太大的破坏。

    Mount Qingcheng and Dujiangyan have been just partly damaged, while the Jiuzhaigou and Huanglong scenic spots, Mount Emei and the Leshan Giant Buddha have suffered no damage in the earthquake.

    青城山和都江堰只是部分受损,而九寨沟和卧龙景区、峨嵋山和乐山大佛在地震中毫发无损。

    Sichuan is working on the reconstruction plan of its tourism sector. According to the plan, the sector's full recovery, which is expected to take two years, will be in several steps.

    四川正在着手恢复旅游业。根据计划,旅游业要完全恢复,将要花2年时间,分步推进。

    First, the province will stress the promotion of the Chengdu-Mount Emei-Leshan Giant Buddha route in the second half of this year to show Sichuan is safe. Second, it will stress the promotion of the sector in an all-round way next year. The entire tourism sector including in disaster areas is expected to fully recover in about 2010.

    首先,该省将在今年下半年重点推介成都--峨嵋山--乐山大佛旅游线,表明四川是安全的。第二,明年将重点推介全线旅游。包括灾区在内的全省旅游有望在2010年全面恢复。

    The worst-hit places, including Beichuan county, Tangjiashan earthquake lake area, and Hanwang town, are expected to be built into earthquake museums in three years, he said.

    The province will raise nearly 200 billion (nearly US$29 billion) from both the governments and investors for the reconstruction of the sector, according to the plan.

    Tourism revenue in Sichuan was 121.7 billion yuan (US$18 billion) last year, accounting for 11.6 percent of the province's gross domestic product. More than 400,000 people are working in the industry.

    Some visitors' attractions reopened to visitors before June 15, the timetable for their reopening set by his bureau because they were eager to restore their former prosperity, Zhang said.

    The Lidui Park reopened on June 14 and was visited by some 4,000 tourists from Chengdu, Chongqing Municipality, Guizhou Province and Guangzhou.

    With the cards, holders who have contributed to relief work can visit the Dujiangyan Irrigation Project and Mount Qingcheng, which is birthplace of Taoism, the only religious indigenous to China, free of charge during their lifetime.

    The issuance of the cards will not be limited. "The city will issue the cards to all those who have helped its relief work. They will post them to those who have left Dujiangyan," said Liu Junlin, party chief of Dujiangyan.

    The Du Fu Thatched Cottage Museum in Chengdu, where the roofs of some buildings were broken and some walls had cracks in the earthquake, opened on June 14, which was China's second Cultural Heritage Day, with a gathering of famous, amateur and student poets.

    成都市杜甫草堂博物馆,在地震中屋顶和一些墙体开裂,于6月14日,即中国的第二个世界文化遗产日开放,并举办了一个著名的、业余和学生诗人的聚会。

    They recited poems in praise of soldiers and public-spirited people for their selfless relief work in the wake of the earthquake as well as stalwarts saved from the debris.

    "It is hoped the poems can inspire people who are reconstructing their homeland," said Jia Lan, curator of the Du Fu Thatched Cottage Museum.

    The museum is dedicated to Du Fu, one of China's greatest poets, who wrote 240 poems while living in Chengdu in the Tang Dynasty (AD 618-907).

      The 7-day holiday is around the corner again, and what's your plan ? Travelling to a longing for places? Staying at home and having a big rest? Studying in a training school to charge up yourself? or shopping in the discount season? Anyhow,May you a happy and significant holiday!

     I am expecting the holiday because I really want a break from the boring bus-shift life. I want to stay at home and enjoy the time with my families, to do exercise in the sports field rather than to be jammed in the crowded bus in the beautiful early morning. I want to enjoy a one or two-day trip in the countyside with my baby. I plan to read an interesting book and meet some friends in the free days.

     Er, too much ideas for the coming holiday, and I hope I can carry out my plan and have an good holiday!

      残奥会闭幕式标志着北京奥运的结束。中国为此次奥运会准备了7年,在奥运场馆和基础设施上投入400亿美元———这些都是为了向世界展示中国已经崛起成为21世纪的大国。

    The Paralympics closing ceremony symbolized the ending of the Beijing Olympic games. China has prepared for 7 years for the games and has invested 40 billion dollars for the Olympic stadiums and infrastructures. All of these is to show the outside world that China have grown up a great nation of the 21st centry.

      国家体育场鸟巢的残奥会闭幕式门票销售一空,91000个座位座无虚席。在闭幕式上,国家体育场熊熊燃烧的火炬渐渐熄灭,标志着奥运会正式移交给将在2012年主办下届夏季奥运会和残奥会的伦敦。

    The tickets of the Paralympics closing ceremony that held in the national stadium were sold out, and the 91,000 seats were all occupied. The brightly-burning flame went out in the national stadium at the closing ceremony, which indicated the Olympics were officially turned over the Landon, who would held the 2012 summer Olympics and Paralympics.

      和奥运会一样,官员们高度赞扬东道主中国为此次残奥会奉献了令人惊讶的比赛场馆和紧凑有序的组织。在长达11天的比赛中,残奥会场馆几乎都坐满了观众。

    The officals highly praised that the host China had provided miraculous competition gymnasiums and stadiums and strickly ordered organization. During the 11-day competitions, the Paralympic stadiums were almost full of spectators.

When the show culminated, an actor pull out a little cargo that was fully load of tea snacks, deducting the customs of afternoon tea of the British people.

  • Problems Outbreak in the Areas we do not pay Attention to

        I went to see the dentists the fifth time this year today. I always have confidence in my own health, I ate the green food, drink clean boiled water, do  exercise regularly, go to sleep at the set time and have a open-hearted mind, which will ensure my body and mentle  health as the saying of the doctor. I never thought there were problems in my mouth, but it did.I have 3 teeth mend and one redone just in the few months.Seeing the dentists is a painstaking thing--long time waiting, sore in the teeth, blooded watering mouth and the postache...That's really bad.

       But problems do outbreak in the areas we do not pay attention to.

       The baby milk food , even the liquid milk for our daily comsuption, who have ever thought they should have mixed with industry chemical materials? Who have ever thought the well-known national brand SANLU, MENGLU,YILI and BRIGHT DIATY would be the leading actors f the scandal? It is really out of the expection.It's only an accident? I will say NO.There must be some underground rules in the milk industry, which the government does not pay attention to, as well as the  the puplic who take it grant that the milk must be good and safe to the health.

    Maybe it's time to roll, to give attention to the virgin areas, both the government , you and I !

    Moral hazard needs to be faced.There is an inherent contradiction when financial entities are permitted to reap extraodinary profits and manage vast assets and the, when conditions change, are declared too large to be permitted to fail, requiring taxpayer's bailouts. Fiancial institutions,whether investment banks or hedge funds,need oversight in a way that protects the taxpayer's interest.

    I. INTRODUCTION


    SINCE this is a personal commentary, I will use the first person, something that no proper writer of scientific dis-course would ever do. As an author of many technical papers over my 35-year academic career, I have too often felt the anx-iety of opening that envelope from the journal editor, which, from its bulk, obviously contains my precious manuscrīpt, re-turned to me for either minor revision, massive rework, or—the ultimate wound—assignment to the manuscrīptal trashbin.  

    由于本文是个人观点,因此我用第一人称来写,一些严谨的科技论文的作者一般不会这么做。在我35年的学术生涯中,我也写作很多科技论文。我也多次感受到打开杂志编辑来信时的紧张心情,这些信中当然有我珍贵的手稿。它们被退回来,有的要作小小的修改,有的要大量重写,或者完全被否定--只能丢进垃圾桶。

    Now, having spent some 17 years on the opposite side of the table, my cumulative experience with many manuscrīpts and almost equally many unhappy authors is that the primary reason reviewers attack certain manuscrīpts is that those manuscrīpts are genuinely flawed. Many, if not most authors won’t agree, at least not at first. So I thought it would be helpful to authors if I were to set down some practical suggestions for preventing the reviewer’s axe from giving the authors a whack.

    A scientific manuscrīpt is intended to communicate new in-formation and to teach new material to a willing audience. Many authors forget this simple fact; rather, they view the writing process as an opportunity to bolster their own egos and impress the reader, even discomfit the reader somewhat, either with too much material or too little. Since there are many different styles of paper, I will select a hypothetical example of an experimental paper in which the authors make a minor advance in an estab-lished experimental method, and they then use this method to obtain some new results that are to be compared with a model Digital Object Identifier .1109/JMEMS.2003.814319 that is also a minor modification of already published work. Along the way, some unusual behavīor is observed that the mod-ified model cannot explain. The authors believe that they under-stand why this behavīor is observed, and wish to propose their explanation, even though they have not yet done the definitive experiments to prove their hypothesis.
    科研论文的目的是要交流信息或教给一些需要的人新的西。许多作者忘记了这个简单的事实,而把写作的过程当作是炫耀自己和让读者注目自己的机会,甚至在一定程度上使读者不快,如提供太多或太少的信息。由于论文的种类很多,我将选取一个假想的实验论文的例子,论文的作者对建立实验方式做了小小的改进,他们用这种实验方式取得了一些新的结论,并把这些结果与同样也只是对已发表的理论模型做了一点小改进而得到的结果进行对比。由此,他们观察到一些特别的现象,而这些现象一些改良的模型无法解释。作者们认为他们理解了他们为何得发现这些现象,并想发表他们对此的解释,尽管他们还没有进行过必要的实验来证实他们的假设。

    Editor’s Note: Stephen D. Senturia has been a member of the Board of Editors for IEEE/ASME JMEMS since the journal’s first issue in 1992 and was named a Senior Editor in 1998. This experience, coupled with his service from 1985–1995 as the Solid-State Sensors Editor for the IEEE TRANSACTIONS ON ELECTRON DEVICES, adds up to 17 years in an editor’s chair. Over the years, Steve has kept mental notes on the myriad of problems that authors have with reviewers and has been inspired to compile the following “advice to the author” about ways to keep reviewers satisfied; hence, to keep them “at bay.”

    Abstract—Based on his many years of experience, a JMEMS ed-itor provides guidelines for authors that will, if followed, greatly reduce the risk of a devastatingly negative result from the review process. The premise is that there are certain things that rightfully anger reviewers, and, once angered, the reviewers become both negative and aggressive in their judgments—hence, the imagery of “the reviewer’s axe” and how to avoid it.

    Here's a news story guaranteed to provoke a fusillade of indignant spluttering: German politicians are reportedly planning to ban Kinder Surprise eggs on the grounds that they're a safety hazard.

    In case you're not familiar with the concept, the "surprise" inside each Kinder egg is a cheapo little toy housed within a plastic shell. Anyway, the Germans are worried that hungry, gurgling kiddywinks might mistake the gifts for food and wind up choking to death. "Children can't differentiate between toys and nutritional items," said Miriam Gruss, a member of the German parliamentary children's committee.

    What, really? Don't get me wrong - I think children are idiots. But even I find that statement a tad unfair and sweeping. I used to have a spud gun when I was a kid.     Gruss won't countenance such a slapdash approach to child safety. Not on her watch. "It's a sad fact," she said. "Kinder Surprise eggs have to go."

PLUS loans are part of a federally subsidized educational loan program that allows families with college-aged children to borrow an amount up to the entire cost of the undergraduate college education,minus the sum covered by grants, scholarships or other financial aid. PLUS loans have flexible repayment options, giving borrowers up to ten years to repay.

    Counterintuitive though it may seem, the extremity of F. labordi’s schedule could prove valuable for tracking down genes and other biological factors that promote longevity. The researchers observed that the chameleon is not merely short-lived as a matter of averages. It is an obligate annual species, destined for death after a single spin around the sun, and that stated fate differs markedly from the varying degrees of perenniality found throughout the tetrapod clan.

    No such luck for our bug-eyed Malagasy friends, which live in the arid, scrubby southwestern region of the giant island. “Once they reach the end of the season,” Dr. Karsten said, “they’re done,” and they will drop from the trees with the papery grace of autumn leaves.

    Assuming the execution orders are somehow part of the chameleon’s program, researchers might be able to identify the specific genetic or hormonal assassins in lizard cells, find their analogues in human cells and put a cap in them.

    The new work also underscores the growing use of so-called life history theory to trace the history and contours of life on Earth.

    Scientists have determined that many essential features of an animal’s portfolio are linked, among them whether at birth it looks fetal and helpless like a newborn kitten or precocious and competent like a neonatal giraffe; how big the average litter is; the speed with which the animal reaches sexual maturity; the length of time between births; and the pace at which an adult ages.

    Try to improve or optimize one of these parameters and you end up paying somewhere else along the line. “One of the most robust things to come out of life history theory is that trade-offs exist,” said Steven N. Austad, the author of “Why We Age” and a professor of cellular and structural biology at the University of Texas Health Science Center.

    “If you increase the number of young, the cost is often accelerated aging. If you get something that lives longer, you get costs early in life, with lower fertility and even sterility.”

    Selective pressures in the environment push species toward one life history course or another. One example is that if you’re a species in which the great majority of adults end up being killed by predators or disease, it’s best to invest your resources in breeding early and often and not to bother worrying about long-term needs like a robust DNA repair system. And so it is that rodents beloved by carnivores everywhere have high fecundity and relatively poor longevity.

    If you’re a species in which infant and juvenile mortality is comparatively great, as it is with giant tortoises, for example, the emphasis is often on making the best of adulthood, with delayed maturity and extended life spans.

    Catastrophic extrinsic changes may quickly rewrite a species’ game plan. In another new report from the National Academies journal, researchers presented evidence that Tasmanian devils, the largest of all carnivorous marsupials, have responded to an epidemic of fatal transmissible tumors among adults with a 16-fold increase in precocious puberty among the young. If you’re likely to be gone tomorrow, you’d better start begetting today.

    Furcifer labordi’s extreme life history likewise seems born of extreme adversity and volatility. The chameleon is one of the smallest members of its genus, and adults are readily, avidly snacked on by birds and snakes. The local climate is harsh and unpredictable, lowering the odds of survival beyond a single rainy season.

    In addition, the rainy season, which begins in November, when the chameleons hatch en masse, is brief and must be frantically exploited. The young coil-tongued lizards immediately start lassoing insects, and they eat so much, Dr. Raxworthy said, “that they practically grow in front of your very eyes.”

    By January the chameleons are ready to mate, a nasty, often violent business of males fighting males, females fighting males, and all of them wishing they were somewhere else. Despite their cuteness, Dr. Raxworthy said, “chameleons can be very antisocial, and if you crowd them, they’ll happily fight to the death.”

    Dr. Karsten suspects that Furcifer labordi’s compressed breeding season fosters such high levels of aggression that the chameleons die, in part, of hormone overdose.

       YICHANG, Hubei -- The Three Gorges reservoir on Sunday saw its highest flood peak this year, but without disrupting the shipping service on the Yangtze River.

    Located in central China's Hubei Province, the Three Gorges project, the world's largest hydroelectric project, had a water flow of 41,000 cubic meters per second at its maximum on Saturday night.

    Persistent heavy rains on the upper reaches of the Yangtze River increased the water flow drastically from the average 28,000cubic meters per second, said Ji Yujian, vice director of the Yangtze Three Gorges shipping service bureau.

       I moved to Hankou 15 days ago,so did my baby and mom. Now we live in my husband's apartment in his university where he worked for more than a decade. This apartment is much smaller than that we used live in Wuchang,and older too.Tt took us more than a week to move all kinds of our belongings from the "old" apartment to the "new". 

      Why do we move?For the baby. We hope she can enter a good but cheap kindergarten in the coming Septemper when she is 2 year and 7 months old.Tt is really a good choice foe us to live in a big university with a good and cheap kindergarten mainly for the teachers' children.

       But my life is ruined completely.My new home is too far from my work place. It took me about 1 hour by bus to get to work in the morning and 70 minutes to get home in the afternoon because of traffic jams. I used spent 10 minutes to get to work or back home by bicycle when I live in Wuchang.  It's really a big challenge for me. I have to be woken up by the clock ring as early as 6:10 in the morning and ride through the big campus and push my way to the crowded bus. And in the afternoon after a busy day I also have to stand in the over crowded bus for more than an hour. The worst thing is  that there is no nonstop bus between my office building and my home. I have to take a transfer. It's really a tiresome life to spent more than 2 hours on bus every day.

     Now I deeply know how happy when one could live near his workplace

    It is a startling turnaround in a country where a chef once sued McDonald’s for $2.7 million in damages over a poster that suggested he was dreaming of a Big Mac. Hamburgers were everything that French dining is not: informal, messy, fast and foreign.

    Some of the most celebrated chefs in the city have taken up the challenge. Mr. Alléno’s baker, Frédéric Lalos, a winner of one of the country’s fiercest cooking competitions, makes the buns. With smoked bacon, lettuce, dill pickles, mustard, mayonnaise and fries, the burger at Le Dali costs 35 euros, about $56.

    The only thing more surprising than the about-face in chefs’ attitudes may be the enthusiasm with which their patrons have devoured these haute burgers.

    IT is not as if hamburgers were unknown in Paris. American restaurants here like Joe Allen have long served them. But with few exceptions the local burgers were flat, overcooked and shunned even by American expatriates.
