    I. INTRODUCTION


    SINCE this is a personal commentary, I will use the first person, something that no proper writer of scientific dis-course would ever do. As an author of many technical papers over my 35-year academic career, I have too often felt the anx-iety of opening that envelope from the journal editor, which, from its bulk, obviously contains my precious manuscrīpt, re-turned to me for either minor revision, massive rework, or—the ultimate wound—assignment to the manuscrīptal trashbin.

    Now, having spent some 17 years on the opposite side of the table, my cumulative experience with many manuscrīpts and almost equally many unhappy authors is that the primary reason reviewers attack certain manuscrīpts is that those manuscrīpts are genuinely flawed. Many, if not most authors won’t agree, at least not at first. So I thought it would be helpful to authors if I were to set down some practical suggestions for preventing the reviewer’s axe from giving the authors a whack.

    A scientific manuscrīpt is intended to communicate new in-formation and to teach new material to a willing audience. Many authors forget this simple fact; rather, they view the writing process as an opportunity to bolster their own egos and impress the reader, even discomfit the reader somewhat, either with too much material or too little. Since there are many different styles of paper, I will select a hypothetical example of an experimental paper in which the authors make a minor advance in an estab-lished experimental method, and they then use this method to obtain some new results that are to be compared with a model Digital Object Identifier .1109/JMEMS.2003.814319 that is also a minor modification of already published work. Along the way, some unusual behavīor is observed that the mod-ified model cannot explain. The authors believe that they under-stand why this behavīor is observed, and wish to propose their explanation, even though they have not yet done the definitive experiments to prove their hypothesis.

This experience, coupled with his service from 1985–1995 as the Solid-State Sensors Editor for the IEEE TRANSACTIONS ON ELECTRON DEVICES, adds up to 17 years in an editor’s chair. Over the years, Steve has kept mental notes on the myriad of problems that authors have with reviewers and has been inspired to compile the following “advice to the author” about ways to keep reviewers satisfied; hence, to keep them “at bay.”

    Abstract—Based on his many years of experience, a JMEMS ed-itor provides guidelines for authors that will, if followed, greatly reduce the risk of a devastatingly negative result from the review process. The premise is that there are certain things that rightfully anger reviewers, and, once angered, the reviewers become both negative and aggressive in their judgments—hence, the imagery of “the reviewer’s axe” and how to avoid it.

    Here's a news story guaranteed to provoke a fusillade of indignant spluttering: German politicians are reportedly planning to ban Kinder Surprise eggs on the grounds that they're a safety hazard.

    In case you're not familiar with the concept, the "surprise" inside each Kinder egg is a cheapo little toy housed within a plastic shell. Anyway, the Germans are worried that hungry, gurgling kiddywinks might mistake the gifts for food and wind up choking to death. "Children can't differentiate between toys and nutritional items," said Miriam Gruss, a member of the German parliamentary children's committee.

    What, really? Don't get me wrong - I think children are idiots. But even I find that statement a tad unfair and sweeping. I used to have a spud gun when I was a kid. In case you're not familiar with that concept either, it was a small metal pistol that fired chunks of potato. Not once did I aim the potato at anyone. Or try to deep-fry the gun. And I was thick as shit. I guess it was luck.

Somehow, miraculously, my conker-sized kiddywink brain managed to differentiate it from a real egg. Thus my life was saved by a whisker.

    Gruss won't countenance such a slapdash approach to child safety. Not on her watch. "It's a sad fact," she said. "Kinder Surprise eggs have to go."

    As you can imagine, the committee's proclamation has already caused a fair bit of outraged huffing, not least from the manufacturer, Ferrero.

    "There is absolutely no evidence that the Kinder Surprise eggs, as a combination of toy and foodstuff, are dangerous," said Ferrero's spokeswoman. Let's face it, even though Kinder eggs are generally bought for the gift rather than the sickly chocolate shell, and even though many of the toys are so ingeniously designed they could easily be sold on their own, munching through the outside to get at the inedible inside is half the fun.

    What's more, jittery, neurotic parents don't need any more false scares to piss their pants over. Christ, half these kids would view choking to death as a release.

Under those circumstances, tumbling down a rockface and cracking your skull open must feel like a declaration of independence .

The average annual cost of a public college education, for tuition and fees, is now $11,000, while private college are $27,000 or more.Over the past decade, college tuition has climbed 90 percent.

     There are even options for a family that earns too much money to qualify for financial aid. A great option to consider is the Federal Parent Loan for Undergraduate Students(PLUS) loan program, which currently have a variable interest rate that is capped at 9 percent but is currently 4.17 percent. These loans are available regardless of income or assets, and are not based on financial aid and do not require collateral, but applicants cannot have filed for bankruptcy,defaulted on student loans in the past or have any tax liens. PLUS loans are part of a federally subsidized educational loan program that allows families with college-aged children to borrow an amount up to the entire cost of the undergraduate college education,minus the sum covered by grants, scholarships or other financial aid. PLUS loans have flexible repayment options, giving borrowers up to ten years to repay.

    Equally bizarre, said Christopher J. Raxworthy, an author of the new report, the chameleon spends some two-thirds of its abbreviated existence as an egg buried in sand, with a mere 16 to 20 weeks allocated to all post-shellular affairs.

    Counterintuitive though it may seem, the extremity of F. labordi’s schedule could prove valuable for tracking down genes and other biological factors that promote longevity. The researchers observed that the chameleon is not merely short-lived as a matter of averages. It is an obligate annual species, destined for death after a single spin around the sun, and that stated fate differs markedly from the varying degrees of perenniality found throughout the tetrapod clan.

    No such luck for our bug-eyed Malagasy friends, which live in the arid, scrubby southwestern region of the giant island. “Once they reach the end of the season,” Dr. Karsten said, “they’re done,” and they will drop from the trees with the papery grace of autumn leaves.

    Assuming the execution orders are somehow part of the chameleon’s program, researchers might be able to identify the specific genetic or hormonal assassins in lizard cells, find their analogues in human cells and put a cap in them.

    The new work also underscores the growing use of so-called life history theory to trace the history and contours of life on Earth.

    Scientists have determined that many essential features of an animal’s portfolio are linked, among them whether at birth it looks fetal and helpless like a newborn kitten or precocious and competent like a neonatal giraffe; how big the average litter is; the speed with which the animal reaches sexual maturity; the length of time between births; and the pace at which an adult ages.

    Try to improve or optimize one of these parameters and you end up paying somewhere else along the line. “One of the most robust things to come out of life history theory is that trade-offs exist,” said Steven N. Austad, the author of “Why We Age” and a professor of cellular and structural biology at the University of Texas Health Science Center.

    “If you increase the number of young, the cost is often accelerated aging. If you get something that lives longer, you get costs early in life, with lower fertility and even sterility.”

    Selective pressures in the environment push species toward one life history course or another. One example is that if you’re a species in which the great majority of adults end up being killed by predators or disease, it’s best to invest your resources in breeding early and often and not to bother worrying about long-term needs like a robust DNA repair system. And so it is that rodents beloved by carnivores everywhere have high fecundity and relatively poor longevity.

    If you’re a species in which infant and juvenile mortality is comparatively great, as it is with giant tortoises, for example, the emphasis is often on making the best of adulthood, with delayed maturity and extended life spans.

    Catastrophic extrinsic changes may quickly rewrite a species’ game plan. In another new report from the National Academies journal, researchers presented evidence that Tasmanian devils, the largest of all carnivorous marsupials, have responded to an epidemic of fatal transmissible tumors among adults with a 16-fold increase in precocious puberty among the young. If you’re likely to be gone tomorrow, you’d better start begetting today.

    Furcifer labordi’s extreme life history likewise seems born of extreme adversity and volatility. The chameleon is one of the smallest members of its genus, and adults are readily, avidly snacked on by birds and snakes. The local climate is harsh and unpredictable, lowering the odds of survival beyond a single rainy season.

    In addition, the rainy season, which begins in November, when the chameleons hatch en masse, is brief and must be frantically exploited. The young coil-tongued lizards immediately start lassoing insects, and they eat so much, Dr. Raxworthy said, “that they practically grow in front of your very eyes.”

    By January the chameleons are ready to mate, a nasty, often violent business of males fighting males, females fighting males, and all of them wishing they were somewhere else. Despite their cuteness, Dr. Raxworthy said, “chameleons can be very antisocial, and if you crowd them, they’ll happily fight to the death.”

    Dr. Karsten suspects that Furcifer labordi’s compressed breeding season fosters such high levels of aggression that the chameleons die, in part, of hormone overdose.

    Eat a hamburger.

    Some of the most celebrated chefs in the city have taken up the challenge. Mr. Alléno’s baker, Frédéric Lalos, a winner of one of the country’s fiercest cooking competitions, makes the buns. With smoked bacon, lettuce, dill pickles, mustard, mayonnaise and fries, the burger at Le Dali costs 35 euros, about $56.

    The only thing more surprising than the about-face in chefs’ attitudes may be the enthusiasm with which their patrons have devoured these haute burgers.

But with few exceptions the local burgers were flat, overcooked and shunned even by American expatriates.

    Lessons in Love, by Way of Economics

    AS my fine professor of economics at Columbia, C. Lowell Harriss (who just celebrated his 96th birthday) used to tell us, economics is the study of the allocation of scarce goods and services. What could be scarcer or more precious than love? It is rare, hard to come by and often fragile.

    My primary life study has been about love. Second comes economics, so here, in the form of a few rules, is a little amalgam of the two fields: the economics of love. (I last wrote about this subject 20 years or so ago, and it’s time to update it.)

    In general, and with rare exceptions, the returns in love situations are roughly proportional to the amount of time and devotion invested. The amount of love you get from an investment in love is correlated, if only roughly, to the amount of yourself you invest in the relationship.

    High-quality bonds consistently yield more return than junk, and so it is with high-quality love. As for the returns on bonds, I know that my comment will come as a surprise to people who have been brainwashed into thinking that junk bonds are free money. They aren’t. The data from the maven of bond research, W. Braddock Hickman, shows that junk debt outperforms high quality only in rare situations, because of the default risk.

    In love, the data is even clearer. Stay with high-quality human beings. And once you find you that are in a junk relationship, sell immediately. Junk situations can look appealing and seductive, but junk is junk. Be wary of it unless you control the market.

    Research pays off. The most appealing and seductive (that word again) exterior can hide the most danger and chance of loss. For most of us, diversification in love, at least beyond a very small number, is impossible, so it’s necessary to do a lot of research on the choice you make. It is a rare man or woman who can resist the outward and the surface. But exteriors can hide far too much.

At least most situations work out better this way. ( I am too old to consider short-term romantic events. Those were my life when Lyndon Johnson and Richard Nixon were in the White House.)

    The returns on your investment should at least equal the cost of the investment. If you are getting less back than you put in over a considerable period of time, back off.

    Long-term investment pays off. The impatient day player will fare poorly without inside information or market-controlling power. He or she will have a few good days but years of agony in the world of love.

    You need expectations that match reality before you can make some progress. There may be exceptions, but they are rare.

    And let me close with another thought. I am far from glib about the economy. It has a lot of pitfalls facing it. As workers and investors, we know that many dangers lurk in our paths.

    The cross-straits relations stepped in a new era (as the weekend charter flights with mainland tourists set off their first historical trip on July 4.) The cross-straits people focus on different point, the Taiwan people keen on the economic profit at the primary stage of the opening, while the mainland people pay more attention to the worthiness of the Taiwan tour.

    台北计程车司机林胜岳(60岁)就强烈表达反对两岸快速开放,质疑开放陆客观光与包机直航只利及既得利益者,负面效应却要台湾全民承担。

    LinShengyue, 60,a Taipei taxi driver cried out against the rapid opening of the cross-straits, he suspected that Taiwan’s opening to mainland tourists and the charter straight flight would only benefited those who with vested interest., and the negative effect would be taken by the Taiwan people.

    他说:反对开放并非歧视中国(大陆)旅客,但直航无法改变底层民众的生活,反而必须共同承担门户大开后,所产生的传染疾病及违法偷渡的隐忧。与其开放大陆客,不如设法争取更多日本旅客。

    He said: ”The opposing of opening has nothing to do with discriminating against the (mainland ) tourists, but the straight flight charters could not change the life of the people of bottom society, which while have to take on the risk of infected disease and illegal smuggling. It’s better to strive for more Japanese tourists than open to the mainland tourists.”

    不过,同样着眼经济利益的音乐娱乐业者钟尚旻(29岁),对开放周末包机则抱有一定的期待。他因为工作所需每半年必须搭机往返两岸,现在庆幸日后不需再耗时搭机中转香港,也可省下些许机票成本。

    But otherwise, some other people who also view on the economic profit like Zhongshangwen, a 29 year-old music and entertainment practitioner possess some expectation about the weekend charter flights. He needs to fly across-straights every half year because of work, now felicitately he need no longer to have a time-consuming transfer from Hongkong, and  maybe this would save money for tickets.

    钟尚旻认为,台湾人不需要对大陆有先入为主标签化的观念,毕竟就算是向其他地方开放,同样也有传染病或者偷渡客的问题,因此应该乐观看待开放政策加速两岸交流,带给台湾经济利益的好处

    Shang said,Taiwaners should not possess a “preconceived” and “labeled” concept, after all there are also the problems of infect diseases and illegal stowaway while opening to the other districts. So it should be optimistic to view the “ economic benefit brought about to Taiwan by the opening policy accelerating the intercommunication ”
